The new ordinary procedure under the Lisbon treaty (former "codecision" procedure) is applied for the first time for a CAP reform. That is why, following the vote by the European Parliament on March 13 and the agreement among EU Agriculture Ministers on March 19 – finalising their respective negotiating mandates – the final phase of negotiations on CAP reform started on April 11, with two trilogues gathering together representatives of the European Commission, Council and European Parliament to negotiate on the Direct payment proposal and the SCMO.

European Commissioner for Development, Andris Piebalgs, on 21 March announced new EU funding which amounts to €10 million to boost access to sustainable energy in the Pacific Islands. Speaking ahead of the Pacific Energy Summit, due to take place in Auckland, New Zealand, on 24 - 25 March, the Commissioner underlined that the funding would provide access to affordable and safe energy to the poorest living in some of the most remote areas of the Pacific, helping to significantly increase trade and growth opportunities in the region.

The decision by the Commission recognises that New Zealand’s data protection standards are compatible with those of the EU and that they ensure adequate protection of EU citizens' personal data. The aim is to facilitate the free flow of personal data across borders so that businesses handling data can rely on legal certainty in data protection rules, while maintaining a high standard of protection for Europeans’ personal data – a fundamental right for citizens in the EU.

The EU is committed to a policy of critical engagement with Belarus. The EU’s many serious concerns are spelt out in the Council conclusions of 31 January 2011, 20 June 2011, 23 March and 15 October 2012, as well as in the numerous statements on Belarus by High Representative for Foreign Affairs and Security Policy/Vice-President of the Commission Catherine Ashton. The most recent elections of 23 September 2012 have also been found to be inconsistent with international standards, notably in preliminary findings of the OSCE/ODIHR election observation mission to Belarus, and the EU considers that situation as regards democracy, human rights and rule of law has not improved and political prisoners have not been released or rehabilitated. Therefore, on 15 October 2012, the Council maintained the measures for a further 12 months. The restrictive measures are currently valid until 31 October 2013.

The Australian Minister for Climate Change and Energy Efficiency, the Hon Greg Combet MP, and the European Commissioner for Climate Action, Ms Connie Hedegaard announced today that Australia and Europe will be linking their emissions trading systems. A full two-way link, by means of the mutual recognition of carbon units between the two cap and trade systems, is to commence no later than 1 July 2018. Under this arrangement, businesses will be allowed to use carbon units from the Australian emissions trading scheme or the European Union Emissions Trading System (EU ETS) for compliance under either system.
