The European Union, with its 28 Member States, 24 official languages, 3 alphabets exists today because all of its 500 million citizen share the same fundamental values and in particular the respect for freedom, democracy, the rule of law, human rights and equality: these are the very foundations of the European Union. We are promoting these values worldwide and we are ready to support the partner countries who wish to develop and improve their own democratic systems.
The European Union is enhancing its presence in Central Asia: our regional Strategy for a New Partnership was updated and strengthened in 2012. Greater attention will be devoted to the political presence and visibility of the EU, new areas of interaction will be further developed, such as the Regional Security Dialogue. The political dialogue, both regional and bilateral will be intensified, while increased support will be granted to a number of flagship initiatives, in particular in the fields of regional water management, education, the rule of law, border management and fight against common threats and challenges.
In our Partnership and Cooperation Agreement we concur on common values and principles and on the EU assistance to facilitate the historical transition towards a stable and consolidated democracy in all of its multiple facets. We also want to help Kyrgyzstan in its efforts to achieve sustainable development, to contribute more proactively to the regional stability and cooperation, to play a greater role as an economic partner and, of course, to offer its citizen better jobs, living conditions, education and good governance.
The EU-Kyrgyzstan Cooperation Council, the Parliamentary Cooperation Committee, as well as the Cooperation Committee and other formats of high officials discussions are holding regular meetings and are producing increasingly tangible results. The visit of President Almazbek Atambaev to Brussels in September of 2013 has given a new impetus to the process of deepening of our relations. The signature by Kyrgyzstan of the Framework Agreement with the European Investment Bank, as well as the imminent adoption of a new EU assistance package for 2014-2020 will make substantial resources available for turning into reality our shared political vision and ambitions. We are glad that our partnership and cooperation is underpinned by the positive contribution of civil society in Kyrgyzstan.
