The institutional framework for the implementation and monitoring of the Partnership and Cooperation Agreement (PCA) [225 KB] includes the following institutions:
The Co-operation Council
The Cooperation Council supervises the implementation of the PCA. It consists of members of the Government of Kazakhstan on the one hand, and of members of the Council of the EU and of the European Commission on the other. The Council meets at the ministerial level once a year.
The Co-operation Committee
The Co-operation Committee was established in order to assist the Council. It is composed of representatives of members of the Council of the EU and the European Commission on the one hand and of representatives of the Government of Kazakhstan on the other, normally at senior civil servant level.
The Co-operation Committee includes two sub-committees at expert level:
- The Justice, Liberty and Security Sub-Committee (JLS Sub-Committee)
- The Trade, Investment, Energy and Transport Sub-Committee (TIET Sub-Committee).
The Parliamentary Co-operation Committee
The Parliamentary Co-operation Committee serves as a forum for political dialogue between parliamentarians from the European Union and Kazakhstan. It consists of members of the Kazakhstani Parliament and the European Parliament.Back to Political relations
