The European Investment Bank (EIB) has launched its lending operations in Kazakhstan. Vice-President of the EIB Wilhelm Molterer signed two loan agreements between the EIB and the Development Bank of Kazakhstan and between the EIB and Subsidiary bank "Sberbank of Russia" at the ceremony of signature, which took place at the venue of the Ministry of Foreign Affairs of the Republic of Kazakhstan in presence of the Minister of Foreign affairs of Kazakhstan Erlan Idrissov and the Head of the EU Delegation Ambassador Aurelia Bouchez.

The 12th session of the European Union – Kazakhstan Parliamentary Cooperation Committee was held in Brussels, Belgium.

Astana hosted the 4th round of negotiations on a new enhanced Partnership and Cooperation Agreement between the European Union and Kazakhstan.

 The European Union Special Representative (EUSR) for Central Asia Patricia Flor visited Kazakhstan. During the visit, EUSR Flor represented the EU at the 2013 Eurasia Emerging Markets Forum opened by the President of Kazakhstan Nursultan Nazarbayev.

The first Sustainable Energy Week was held in Astana, organized by the European Union Delegation jointly with the Astana City Akimat as well as international and Kazakhstani partners.

The 11th meeting of European Union – Kazakhstan Parliamentary Cooperation Committee was held in Astana. The European Parliament Delegation was chaired by Mr Paolo Bartolozzi. The Kazakhstani Delegation of parliamentarians was headed by Mr Sergey Diachenko, Deputy Chairman of the Mazhilis.

The first round of negotiations on a New Enhanced Partnership and Cooperation Agreement has started between the EU and Kazakhstan. The meeting was chaired from Kazakhstan's side by the RoK Deputy Minister of Foreign Affairs Mr Konstantin Zhigalov and, on the EU side, by the EEAS Director for Russia, Eastern Partnership, Central Asia, Regional Cooperation and OSCE Mr Gunnar Wiegand.

European Commissioner for Energy Günther H.Oettinger paid his first visit to Kazakhstan and had working meetings with Prime-Minister Karim Massimov, Minister of Oil and Gas Sauat Mynbayev, Deputy Prime Minister and Minister of Industry of New Technolgies Aset Issekeshev, Minister of Foreign Affairs Yerzhan Kazykhanov among others. He also delivered an opening speech in VI KAZENERGY Eurasian Forum.

A Joint Declaration by President Nursultan Nazarbayev and the President of the EU Commission Jose Barroso was adopted for the first time in the history of Kazakhstan-EU cooperation.

Second European Union – Caspian/Black Sea Region Countries Ministerial Energy Conference was held in Astana as a part of the EU's Baku Initiative. A number of important documents on road maps for specific projects, a concept and conclusions were adopted.

The EU Commissioner for External Relations and the European Neighbouring Policy Benita Ferrero-Waldner paid her first visit to Kazakhstan. The EU Commissioner met with President Nursultan Nazarbayev, the Chairman of the Senate Nurtay Abykayev, and the Minister of Foreign Affairs Kassym-Jomart Tokayev.

Oral Mukhamedzhanov, the Chairman of the Majilis (Lower House) of the Parliament of the Republic of Kazakhstan, during his official visit to Brussels met with the President of the European Parliament Josep Borrell.

The first meeting of the Coordination Committee of the agreement for collaboration in fusion energy research between Euratom and the Republic of Kazakhstan took place in the National Nuclear Centre, in Almaty.

First official visit to Kazakhstan by the European Union Energy Commissioner Andris Piebalgs. He met with the country's leadership, the Minister of Energy Baktykozha Izmukhambetov, and visited industrial facilities in the west of the Republic.

2005

The first visit by an EU leader to Central Asia was paid by the first Vice-President of the European Parliament Alejo Vidal-Quadras to Kazakhstan. During his official visit Mr. Vidal-Quadras met President Nursultan Nazarbayev.
