The EU has simply asked the EU Member States (MS) to make their own individual assessments: if more than ten EU Member States regard a non-EU country as 'uncooperative' in tax questions, this country automatically ends up on a list of 30 'uncooperative' states that was published last week. This approach is an attempt by the EU Commission to encourage EU Member States to become transparent about their criteria for 'uncooperative' states, to coordinate these criteria between EU Member States themselves, and finally to entice EU Member States to regularly update their criteria.

There are no regions in the world as reciprocally integrated as Latin America and the Caribbean, and Europe. On 10 and 11 June, the leaders of our two regions will meet in Brussels for the second EU-CELAC Summit, 16 years almost to the day since our first meeting in Rio de Janeiro. This time, the EU-CELAC Summit will bring together 61 states, accounting for more than 1 billion people.

Ahead of the second EU-CELAC Summit Foreign Ministers met in Brussels today with EU High Representative for Foreign Affairs Federica Mogherini. Attached is the speech delivered by HR Mogherini.
We have been working together in these days and in these last hours to prepare the Summit of tomorrow. Obviously, tomorrow we will have more briefings from our Presidents and we will leave enough space for them to do their job. I believe that today we had a very good meeting with an incredible presence of 61 delegations from Latin America, Caribbean and the European Union to stress the fact that our partnership, our relationship after 16 years, after the meeting in Rio in 1999 has grown stronger.

The European Union today, 28 May, signed short stay visa waiver agreements with Dominica, Grenada, St. Lucia, St. Vincent and the Grenadines as well as Trinidad and Tobago. This allows citizens of these countries to visit all EU Member States, except the United Kingdom and Ireland for up to 90 days within a six month period without requiring a visa, as long as the purpose of the visit is not to carry out a paid activity. Dominicans, Grenadians, St. Lucians and Vincentians already enjoy visa free travel to the UK and Ireland. A declaration attached to the Visa Waiver Agreement states that it would be desirable that the authorities of Norway, Iceland, Switzerland, and Liechtenstein (as non EU members) conclude with the Caribbean countries without delay, similar bilateral agreements on the short-stay visa waiver.
