Relations de l'UE avec la Bosnie-Herzégovine

En 2008, la Bosnie-Herzégovine a signé un accord de stabilisation et d’association (ASA), qui n'est pas encore entré en vigueur. Les relations contractuelles entre l’UE et la Bosnie-Herzégovine sont pour l'instant régies par un accord intérimaire.  

À la fin de l'année 2010, les citoyens de Bosnie-Herzégovine ont obtenu le droit de se rendre dans l'espace Schengen sans visa.

L'UE a adopté une nouvelle stratégie à l'égard du pays, définie dans les conclusions du Conseil de mars 2011, et renforcé sa présence depuis septembre de la même année. Elle est représentée dans le pays par le représentant spécial (RSUE) et chef de délégation de l’UE, qui dispose d'un double mandat.

La présence de l'UE relève également de la politique étrangère et de sécurité commune (PESC), qui encadre le représentant spécial de l'UE et la mission militaire EUFOR ALTHEA. Le mandat de la première mission civile de la PSDC, la mission de police de l'UE (MPUE), a expiré à la fin du mois de juin 2012. L'UE continue à soutenir les services répressifs, notamment par l'intermédiaire de son représentant spécial et de sa délégation.

La Commission européenne publie chaque année un rapport d'avancement afin d'évaluer les progrès de la Bosnie-Herzégovine sur la voie de l'adhésion à l'UE.

It is a pleasure for me to be here in Sarajevo just a couple of months after my first and last visits. I am happy today that I have had a chance to meet Members of the Presidency - I would like to thank them for their role and the leadership in these months to reach the written commitment. I had a meeting with the Presidents of both entities, with the Parliament leadership, I have had a chance of addressing the Parliament in a day that I defined as historical; it is really important to me and – I hope – to the whole country.
