Genom Lissabonfördraget inrättades två nya poster som påverkar EU:s utrikespolitik, nämligen

I november 2009 utsåg Europeiska rådet Catherine Ashton till EU:s höga representant för utrikes frågor och säkerhetspolitik. Som EU:s utrikesrepresentant är hon ordförande i rådet för utrikes frågor. Hon är också vice ordförande i Europeiska kommissionen och samordnar och ansvarar för EU:s yttre åtgärder.

I sitt arbete får hon hjälp av Europeiska utrikestjänsten. Utrikestjänstens personal kommer från EU-kommissionen, rådets generalsekretariat och EU-ländernas diplomatiska kårer.
