El Tratado de Lisboa contiene dos importantes innovaciones institucionales que influyen en la acción exterior de la UE:

En noviembre de 2009, el Consejo Europeo nombró Alta Representante de la Unión para Asuntos Exteriores y Política de Seguridad a Catherine Ashton, que preside por ello el Consejo de Asuntos Exteriores. Es también Vicepresidenta de la Comisión Europea y garantiza la coherencia y la coordinación de la acción exterior de la UE.

La Alta Representante está asistida por el Servicio Europeo de Acción Exterior (SEAE), cuyo personal procede de la Comisión Europea, la Secretaría General del Consejo y los servicios diplomáticos de los países de la UE.
