Project:  “INOGATE Technical Secretariat & Integrated Programme in support of the Baku Initiative and the Eastern Partnership energy objectives”

The project is funded by the European Union in the framework of the INOGATE Programme ( The regional project will be active in the beneficiary INOGATE Partner Countries – Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. The project office has been set up in the INOGATE Technical Secretariat offices in Kiev to implement the project for 36 months, starting in February 2012.


The project seeks to employ a full-time Standardisation Expert for the full duration of the project, starting in April 2012 to be based in either Kiev or Tbilisi.



The Standardisation expert is indented to assist Key Expert 2 in the electricity & gas activities of Component B with focus on harmonisation of standards. More specifically, his/her activities shall entail:


Component B: Electricity and Gas Sectors

The role of the Standardisation  expert is to contribute to Component B2 (Harmonisation of Standards), B4 (Quality Infrastructure) & B5 (Status Reports):

-          Contribute to the development of harmonisation road maps and action plans

-          Assist in developing a strategy to support National Standardisation Bodies (NSBs) and their Committees

-          Development of a cost-benefit analysis on standards harmonisation in the field of electricity and gas

-          Initiate coordination with The Euro-Asian Interstate Council for Standardisation , Metrology and Certification (EASC)

-          Developing and managing an awareness-raising programme on the benefits of standardisation


Cross-cutting support to Components A, C and D

-          Information exchange and assistance to ad-hoc requests (by other components i.e. data collection for Component D activities)

-          Networking – share of contacts


Qualifications & Skills:

-       University degree in Engineering and or Science

-       Full working knowledge of English is essential

-       Fluency in Russian would be an advantage

-       Ability to travel to Partner Countries


Professional Experience:

-          5 years of professional experience in the management and implementation of EU-funded programmes and projects in the energy sector

-          Experience in the Quality Infrastructure sector (Standardisation, regulations, metrology, accreditation, certification) 

-          Experience working in an NSB is an advantage

-          Experience in developing capacity building actions for NSBs in the beneficiary countries

-          Experience in the INOGATE beneficiary countries

-          Work experience in a multinational environment

-          Good understanding and knowledge of the context of the INOGATE Programme and activities

-          Proven experience in previous assignments related to the fields of development and applying both CIS and CEN/ISO standards

-          At least 5 years of experience in the field of standards in the electricity and gas industry of CIS countries and standards harmonization procedures in CIS

-          Previous experience liaising with EASC

-          Knowledge of the European standardisation structures, including CEN/CENELEC

-          Strong knowledge and understanding of energy policy and cooperation issues between the EU and the beneficiary countries
