Job Announcement for RTA Assistant (RTAA) for Railways Twinning Project  (12/10/2016 14:03:24)

1.    BACKGROUND

The European Commission is financing the Twinning Project EuropeAid/137801/DD/ACT/UA entitled “Support to the Ministry of Infrastructure in Establishing Conditions for Application of the European Model of Rail Transport Service Market in Ukraine”.

The project is implemented by a Consortium between Spain, through the Spanish Ministry of Transports and Public Works, as leading partner and Lithuania, through the State Railway Inspectorate under the Ministry of Transport and Communications, as junior partner.

The project is to contribute in strengthening the capacity of the Ministry of Infrastructure of Ukraine in the development of policies for creation of a competitive railway market, establishment of safety requirements in the rail sector in line with the European norms and standards and integration of Ukrainian railway system into the Trans-European transport network. The foreseen implementation period is 21 months and it has already started in mid-September 2016.

One Resident Twinning Advisor (RTA) will reside in Kiev during the project’s implementation period.

2.    THE POSITION

FIIAPP wishes to recruit an Assistant-Translator to the RTA. The assistant will be employed by FIIAPP, the Spanish Public Organisation in charge of the Twinning Management.

3.    Starting Date for Employment

Immediately.

4.    Place of Employment

Kiev, with possible trips to different locations within Ukraine and abroad.

5.    TASKS

  • Assistance in coordination between the twinning project and other technical assistance projects in Ukraine;
  • Organization of meetings with MIU and UZ management and staff
    • Attendance at meetings and drafting the minutes;
    • Interpretation in working meetings and other oral conversations from English to Ukrainian and vice versa when required;
    • Providing organizational and logistic support related to STEs missions
  • ØCoordination among involved departments of the MIU and UZ participating in the project. Coordination implies an understanding of the mission and functions of the departments and institutions involved.
  • ØGeneral office management;
    • Establishing and maintaining proper document recording system;
    • Basic book keeping
    • Agenda of activities and meetings
    • Organization of trips in Ukraine and EU for project participants, including room reservation and other logistic support;
  • Translation of legal documents, regulations, training materials, information materials and other written material from English to Ukrainian and vice versa;
  • Assistance in preparation of administrative and technical reports and various working papers for the project activities. Technical reports imply a certain understanding of the railways sector and its players.
  • Providing organizational and logistic support related to training, study tours and visits to the EU Member States;
  • Providing assistance for the RTA in contacts with institutions.
  • Assistance in preparation of RTA’s relocation to Kiev.

This list is not exclusive of other tasks.

6.    PROFILE

Qualifications demanded

  • University degree
  • Ability to understand the regulation and players of the railways sector in Ukraine
  • Excellent command of English and Ukrainian.
  • Ability to elaborate documents
  • Ability to work in an international environment;
  • Good social skills
  • Proficient computer skills, including Microsoft Office applications.
  • Ability to work with minimal direction/supervision.
  • Ability to problem solve independently.
  • Ability to arrange appointments, meetings, conferences and maintain multiple schedules.

Assets

  • Command of Spanish
  • Knowledge of Public Administration and Railways sector.
  • Previous experience in European Union funded Projects
  • Availability to travel
  • Written essay with the following subject: “What does the competition in the transport services mean?”. The essay shall be in English; maximum 450 words. 

7.    OTHER

Contract services will be signed for the duration of the Project (around 20) months with the FIIAPP as Contracting Authority.

The selected person must annually provide the FIIAPP a tax certificate which proves that he/she pays taxes in Ukraine and a bank certificate that certifies the bank account ownership.

Working hours: fulltime.

Flexibility regarding working hours in the office is required.

Working place is in Kiev. Travel inland and abroad may occur.

NOTE: Twinning Manual foresees that the chosen assistant is not a civil servant or agent of the beneficiary (past 6 months) nor is on leave from the beneficiary to take up the position of the project assistant.
