Job content

Overall purpose:

Contribution, under the supervision of the Head of Operations Section 1, to development and management of aid assistance projects in Ukraine in the areas of anticorruption, and/or support to customs and/or support to civil society.  

 

Functions and Duties:

 

 Policy development

  • Draft and review documents, contributing with ideas on development policies related to the areas of anticorruption, customs and support to civil society
  • Carry out research and draft strategic documentation

 

Programme/project management (finance, budget and control)

  • Draft/design projects, launch tenders, participate in evaluation of tender proposals; manage procurement and contracting processes
  • Follow-up on project implementation, performance of project contractors and partners, monitor contractual obligations, gather and handle external expertise, answer to specific project-related questions from development partners
  • Analyse and assess project results, approve/process payment requests
  • Contribute to evaluation and audit activities initiated by the Commission and other EU bodies
  • Contribute to the External Assistance Management Report in the area of activity
  • Disseminate best practice and present the programmes' achievements

 

Information, Communication, Publications, Reporting

  • Co-ordinate with relevant EU services (including EEAS and line DGs)
  • Draft briefings and analytical reports in the areas of activity
  • Provide assistance to HQ and participate in negotiations with Ukrainian authorities on EU assistance to Ukraine

_________JOB REQUIREMENTS___________

Education and training

University degree in a relevant subject

 

Experience

At least 3 years of professional experience in either anticorruption, customs or civil society organizations, preferably having dealt already with development projects.

 

Knowledge 

Specialist knowledge (know what)

  • Either anticorruption, customs or civil society organizations

 

Technical knowledge (know how)

  • Understanding tools and mechanisms to fight corruption and to support and develop civil society in Ukraine. As an alternative, good knowledge of customs gaps and ideas of improvement.

 

SKILLS

Linguistic skills

  • Very good command of written and spoken English
  • Fluent in Ukrainian/Russian

 

Communication skills:

  • Capacity to communicate clearly and concisely and to present technical matters relating to the topics concerned in a simple way
  • Good English drafting skills

 

Interpersonal skills:

  • Ability to listen and understand, to consult and to share information and ideas
  • Ability to work in a team in a multi-cultural environment
  • Ability to discuss and negotiate with administrations and other entities from both private and public sector
