The European Union is supporting the Ministry of Health in enhancing Health Policy through the World Health Organization (22/09/2011)
Dushanbe, 22 September 2011 - Starting 1st June 2011, the World Health Organization launched the Health Policy Support Project, with the financial support of the European Union for a total budget of 900.000 Euros (5.9 million Tajik Somoni).
“Health sector reform and further improvement of the health system performance in Tajikistan require appropriate intelligence with regards to health problems and their determinants, based on local research and international experience. We are committed, together with all development partners to support the Ministry of Health in improving the access and quality of the health services in line with the National Health Sector Strategy. These efforts represent particularly important contributions towards achieving the United Nations Millennium Development Goals.” said Dr. Pavel Ursu, WHO Representative in Tajikistan.
''Evidence-based health policy analysis, fed into future policies and planning, is a crucial ingredient for any successful reform of the health sector in Tajikistan. The European Union is willing to continue to support the implementation of the National Health Strategy in a coordinated way with the development partners under an enhanced leadership of the Ministry of Health'', said Mr Eduard Auer, Ambassador and Head of the EU Delegation in Tajikistan.
Through the Health Policy Support Project, the World Health Organization and the European Union jointly aim at improving the capacity of the Ministry of Health of the Republic of Tajikistan to formulate health policy based on scientific evidences in order to contribute to an improved allocation of resources in the Tajik healthcare system and, ultimately, to better quality care for all. The main modality of action of the Health Policy Support Project is support to the Health Policy Analysis Unit (HPAU), already embedded at the Ministry of Health since 2007 and which was instrumental in assisting the Ministry of Health of the Republic of Tajikistan in the development of the National Health Sector Strategy for 2010-2020. The HPAU plans to focus now its activities on producing relevant health policy analysis to inform the implementation phase of the National Health Strategy.
It is planned that the Health Policy Analysis unit will be involved in three types of activities in support of the Ministry of Health. First, the unit will advise the Departments of the Ministry of Health in the improvement of their monitoring and evaluation function. Second, it will generate new scientific evidences on the current situation of the Tajik health sector, analyze them and shape its products so that they are directly translated into health policy. Finally, the Health Policy Analysis Unit will support the capacity development of Ministry of Health, through close collaboration in the design and conduction of analytical tasks, but also through implementation of a dedicated training plan.
Within the first year of the project, it was jointly agreed between the Ministry of Health of the Republic of Tajikistan, the World Health Organization and the European Union, to primarily dedicate the activities of the unit to analysis, with a special focus on health financing reforms as a crucial first step in the implementation of the National Health Strategy for 2010-2020.
