EU-funded project "Kutaisi, it works" wraps up results of participatory policy-making in Kutaisi (15/08/2016)
A final meeting of the project implemented by Kutaisi Municipality and local non-governmental organizations took place at Kutaisi's Mayor office. The project sought to improve the municipal governance and public finance management by involving the local population in determining the needs of communities and develop a system for future public participation.
The EU-supported project brought together local authorities with community leaders, civic groups, local citizens and media to close an important project for Kutaisi that fostered cooperation between inhabitants of the city and municipality. The event highlighted topics of concern to the Kutaisi population and how to continue civic involvement in the formulation of municipality's priorities. Mr Kaido Sirel, Head of Operations at the EU Delegation to Georgia congratulated the participants and encouraged them to continue the good practice of dialogue between local authorities and the population, noting the EU's commitment to support active and involved civil society.
The greatest achievement of the project was development of Kutaisi municipality's budget, which was also approved by the municipality. To achieve this, a public opinion survey was conducted to find out what problems people in Kutaisi see in the areas of infrastructure, youth and sports. After that, so-called population forums took place to define priority areas to be included in the municipality's budgets for 2015 and 2016. The main concerns raised were in the areas of public infrastructure, employment and education opportunities for young people, as well as culture and social events for local population.
The project was implemented by the Local Democracy Agency Georgia, the Kutaisi Education, Development and Employment Center and Liberal Democracy Development Center in cooperation with Kutaisi Municipality. The project ran for 2 years with a budget of 74 000 EUR, with EU contribution of 66 000 EUR.
