Ambassador Sequi inaugurates the construction of the EU-funded new pre-trial detention centre in Elbasan, in support of respect of Human Rights in the penitentiary system (08/10/2012)

The Head of the Delegation of the European Union, HE Mr. Ettore Sequi and Minister of Justice, HE Mr. Eduard Halimi, attended today on October 2nd 2012 the inauguration of the EU funded new Pre-Trial Detention Centre in Elbasan. Delivering an address at the event, Ambassador Sequi stated the importance of this project on strengthening of the rule of law and penitentiary reform in Albania.
The new centre, with a capacity of 120 detainees, was designed, built and furnished with a grant of 4.8 million euro from the IPA 2007  Programme. It provides accommodation for men, juveniles and women pre-trial detention inmates, doctor facilities, visitors area, administration, leisure facilities, workshops, offices, laundry, kitchen etc. The works comprise the construction of seven new buildings, with a total area of 7000 m2 of construction.

Strengthening the capacity of the Albanian Judicial and Penitentiary system, in accordance with EU and international standards is one of the key aims of the EU’s cooperation with the Government of Albania in the Integration Process. Both parties agree on an adequate improving of the capacity and quality of pre-trial detention facilities, thus respecting the human rights of the pre-detainees, improving their living conditions and reducing overcrowding in cells.

“It is now up to Albania to demonstrate its capacity to move to the next stage of EU integration, in particular by improving the rule of law”, said Ambassador Sequi on his address.

The EU has been a partner in the progress marked in the sector. Indeed, significant investments have been made to develop the infrastructure and the human resources of the penitentiary system in Albania. A total amount of around € 60 million have been invested in Albania in the recent years to improve living conditions, and treatment in places of detention, through the construction of new penitentiary infrastructures, training of prisons staff and civil society actions.
