The EU decided in February 2008 to establish an advice and assistance EU mission in support of the Security Sector Reform in Guinea-Bissau (EU SSR Guinea-Bissau). The mission was undertaken in partnership with the Guinea-Bissau authorities. It was conducted under the EU Common Security and Defence Policy (CSDP).
EU SSR Guinea-Bissau provided advice and assistance on reform of the security sector in Guinea Bissau in order to contribute to creating the conditions for implementation of the National Security Sector Reform Strategy. Mr. Fernando Afonso was appointed as the Head of Mission for EU SSR Guinea-Bissau from 1 July 2010. Mr. Afonso succeeded General Esteban Verástegui .
The mission was part of a coherent EU approach and complementary to the European Development Fund and other European Community activity.
On 26 April 2010, the Council welcomed the work of EU SSR Guinea-Bissau in supporting local authorities to bring forward the reform process. Particular emphasis was given to finalising basic legislation underpinning the new security structures in the sectors of defence, police and justice.
The Council called for a comprehensive approach to future EU engagement in security sector reform.
